Downtown St. Paul property values were hit hard by the real estate recession that struck urban centers across the nation in the late eighties and early nineties. Assessed values of downtown commercial offi ce space decreased by over 50% from 1989 to 1994 and downtown property values fl attened out from 1994 to 1996. With the creation of Capital City Partnership, and aggressive leasing activity, downtown building values appreciated by more than 180% from 1996 to 2006.
